1991 – Kerry voted to cut defense spending by 2 percent. Only 21 other senators voted with him.

1991 – Kerry voted to cut over $3 billion from defense and shift funds to social programs. Only 27 senators joined him.

1992 – Kerry voted to cut $6 billion from defense. Both parties successfully blocked this attempt.

1993- Kerry showed his respect of those in uniform by voting against increased defense spending for a military pay raise.

1993 – Kerry introduced a plan to cut the number of Navy submarines and their crews, reduce tactical fighter wings in the Air Force, terminate the Navy’s coastal mine-hunting ship program, force the retirement of 60,000 members of the armed forces in one year, and reduce the number of light infantry units in the Army down to one. The plan ended up DOA.

1994 – Kerry proposed and voted to cut $1 billion from intelligence. Specifically, he proposed cutting that $1 billion from budgets of the National Foreign Intelligence Program and the Tactical Intelligence Program – while freezing their budgets. The amendment was soundly defeated.

The interesting part about this is, the major component of the National Foreign Intelligence Program is the FBI’s nationwide counterterrorism program. In addition, the Tactical Intelligence Program is the entity responsible for providing vital time-sensitive support to commanders and soldiers on the ground.

1995 – Kerry voted to freeze defense spending for seven years, cutting over $34 billion from defense. Only 27 other senators voted with him.

1995 – Kerry voted to cut $80 million from the FBI’s budget and also introduced a bill that would have reduced the overall intelligence budget by $1.5 billion by the year 2000. Without targeting specific programs, Kerry’s bill sought to reduce the intelligence budget by $300 million in each of the fiscal years 1996, 1997, 1998, 1999, and 2000. There were no co-sponsors.

1996 – Kerry introduced a bill to cut Defense Department funding by $6.5 billion. The bill had no co-sponsors and never made to the floor.

1996 – Kerry voted yes on a fiscal 1996 budget resolution that would have frozen defense spending for the next seven years and transferred the $34.8 billion in savings to education and job training…resolution rejected 28-71.

1997 – Kerry questioned the size of the intelligence community.

KERRY THE TAX MAN

1989-1990 – Kerry voted against considering a capital gains tax cut.

1993 – Kerry voted twice for Clinton’s budget plan, which raised taxes by a history-making $240 billion.

1993-1994 – Kerry voted AGAINST spending reductions – an amendment to reduce budget spending by $94 billion. He voted for the LARGEST tax increase in American history.

1995-1996 – Kerry voted against balancing the budget – a plan to balance the books in seven years.

1997-1998 – Kerry voted against approving a GOP budget to cut spending and taxes and voted against a balanced budget constitutional amendment.

1998 – He voted against requiring a super-majority to raise taxes.

1999 – Kerry voted no to across-the-board spending cuts.

1999-2000 – Kerry voted against reducing federal taxes by $792 billion over 10 years.

2001 – Kerry voted against George Bush’s tax cuts.

Another item to note is Kerry has voted against eliminating the marriage penalty a DOZEN times.
